Suggestions on Speeding up the Development of Urban Public Transport
In order to facilitate citizens’ travel and reduce air pollution, resource consumption and potential safety hazards, Teng Yi, a representative of the Yantai Municipal People’s Congress and a member of the Yantai Urban and Rural Environmental Protection and Construction Committee, put forward "About Accelerating Development Recommendations for urban public transportation."
In recent years, with the acceleration of urbanization and the improvement of people's living standards, the number of urban motor vehicles, especially private cars, has shown an excessively rapid growth momentum, resulting in increased road congestion, air pollution, resource consumption and potential safety hazards, etc. Many issues have increasingly become the focus of people's attention, especially the emergence of PM2.5 issues has further triggered people's concerns about the excessive growth of the number of motor vehicles. It has become a consensus of people to vigorously develop urban public transportation and restrain the excessive growth of the number of urban vehicles. In view of this, we hereby put forward some suggestions for the priority development of urban public transport in our city:
One is to increase government investment. It is suggested that the development of public transportation should be divided into several specific projects, which will gradually be listed as major livelihood projects in our city and all counties (urban districts). Increase investment, increase public transport vehicles, reduce fares, expand the scope of preferential treatment, and truly achieve public transport for the people.
The second is to implement policy support and tilt. In terms of laws and policies, it is necessary to establish the status of priority development of public transportation; in infrastructure construction, it is necessary to establish procedures for public transportation priority arrangements; in the use of funds, it is necessary to establish the concept of leaning toward public transportation; in road arrangements, it is necessary to establish the priority of public transportation "privilege". The land, depots, and other elements of public transportation development should be actively supported and policy inclined to meet the development needs of public transportation.
The third is to rationally plan and set up stations and supporting facilities into the city’s old city reconstruction and new city construction plans, and use public transportation stations as part of the supporting construction of new residential communities, commercial centers, new government districts, and large public venues. , Implement synchronous design, synchronous construction, synchronous completion, synchronous delivery and use.
The fourth is to scientifically set lane signals and strengthen the management of public transport roads. Through the scientific setting of bus lanes and indication signals, the priority of public traffic road rights is truly implemented, reflecting the priority of citizens. Relevant functional departments should strengthen cooperation and coordination, and the more roads are blocked during peak periods, the more bus-only roads must be implemented. It is necessary to actively publicize and increase the investigation and punishment of the illegal occupation of bus-only roads, so that the priority of bus road rights can be implemented.
